Since its founding as a 501(c)3 nonprofit organization in 2017, Halcyon has worked closely with entrepreneurs and artists to understand their ecosystems, identify their needs, and explore new programs and partnerships to meet those needs, with everything from a network of angel investors to By The People, an experimental platform for art events and exhibitions. 

Job Summary

The Director of Compliance and Operations will lead Halcyon’s compliance, quality control and basic human resources functions. Halcyon’s access to local and federal grants has recently grown exponentially and this position will be a critical component of Halcyon’s resulting growth.  The successful candidate will report directly to Halcyon’s Chief Operating Officer and will lead the key roles of: 1) maintaining the organization’s compliance with local and federal grant rules, ensuring that the full team adheres to compliance policies, developing a compliance training program, and advising leadership on any actions needed to be taken, 2) to conduct the human resources function of Halcyon’s small, but growing team, and 3) lead on the recommendation, creation and uptake of new processes and procedures to ensure continued quality as Halcyon continues to grow and scale. The Director of Compliance and Operations will also be responsible for developing smart communication channels for HR and compliance issues, and work closely with leadership on  risk-assessments throughout Halcyon’s programs and operations. 


Job Responsibilities

  • Development and Execution of a Halcyon Compliance Program
    • Ensure the organization has clearly defined programs, procedures and practices for complying with staffing, budgetary, contractual, timeline and other rules associated with grants and other forms of revenue
    • Develop and lead on the execution of internal compliance policies for the team and organizational operations, and ensure that they are followed
    • Report regularly to management concerning the organization's risk exposure and regulatory compliance
    • Act swiftly in dealing with noncompliance situations, creating and implementing realistic plans to resolve noncompliance.
    • Conduct regular audits to identify potential weaknesses, risk exposure and noncompliance situations
    • Develop and conduct compliance training and compliance updates to ensure staff meet all compliance requirements..  Communicate with team members and make sure everyone is aware of what they need to do to comply with internal and external laws and regulations
  • Human Resources
    • Coordinate team needs with regards to employee benefits, and other components of their employment
    • Manage HR-focused software systems (PurelyHR)
    • Lead on the annual organization-wide performance review program
    • Develop and implement training programs and annual retreat for the development of Halcyon’s human capital
    • Promote and monitor Halcyon’s commitment to diversity, equity, belonging and accessibility
    • Respond to HR-related issues presented by team members in a timely manner
    • Work closely with the COO on the hiring, onboarding and orientation processes for new team members


  • Quality Control and Assurance
    • Approve all outgoing documents, reports and related materials to ensure organization-wide compliance
    • Lead on quality control and standards of excellence expected from Halcyon’s team, fellows and stakeholders


Position Requirements

  • Bachelor’s degree in business, finance, accounting, human resources or related field
  • At least five years of professional work experience in regulatory compliance, human resources, and/or organizational operations
  • Track record of successfully implementing organization-wide compliance
  • Compliance credential preferred
