Ms. Whitley provides expert management consulting services to help C-Suite executives and business owners evolve and grow their firms.  Services include strategic advisory and support services including evaluation of current business, development of marketing and growth strategies and tactics, and merger and acquisition evaluation and implementation.  She has ten years of experience as a Board Member for Boards of Directors and Advisory Boards. 

Ms. Whitley joined ICF International in February 2009 as the Senior Vice President responsible for leading its Health Informatics Division.  From 2009 to 2015, the Division produced 150% revenue growth and competed successfully against much larger firms to expand capabilities and market share.  In October 2016, Ms. Whitley was chosen by the ICF COO to lead the newly formed Health, Research, Informatics, and Technology Division implementing the C-Suite strategy to bring together health domain, analytics, and information technology experts into one Division in order to further develop powerful integrated solutions that address customer data science, survey research, environmental and public health research, biomedical informatics, and grants management evolving needs. Parts of 3 Divisions, and 7 Lines of Business were united to form the new $150M Division. She led a large team of Senior Vice Presidents and Leaders of diverse lines of business to complete the integration and transition, 2016 Business Plan, Marketing Plan, and initiatives to increase business development and operational efficiency.  She set the goals, methodology, and schedule for development of the 2016 Strategic Plan to align offerings with the Public Sector Health market.  US Federal clients included the Department of Health and Human Services Headquarters, National Institutes of Health, Centers for Disease Control and Prevention, and Health Resources and Services Administration. While at ICF until June 2016, Ms. Whitley managed the integration and all aspects of operations including strategic planning, business development, bid and proposal, administration, customer services and support, and human capital development. 

From 2006 to 2009, Ms. Whitley was with MAXIMUS, Inc. as the Vice President, Sales and Marketing for the Enterprise Systems Segment, and then assumed responsibility as President of the Security Solutions Division. Prior to December 2005, Ms. Whitley was Vice President and General Manager, Global Infrastructure Services, Public Sector, UNISYS Corporation for two years. 

Ms. Whitley retired from the Federal Government as a Senior Executive in January 2004 after 12 years as a Federal Civilian and 15 years of military service.  During her tenure at General Services Administration (GSA), Ms. Whitley served as Assistant Commissioner for the Federal Technology Service, a Senior Program Manager and Director in the Federal Systems Integration and Management Center (FEDSIM), and Deputy Assistant Commissioner for the Office of IT Solutions within FTS.

Prior to coming to GSA, Ms. Whitley served 11 years as an Army transportation and logistics officer at Fort Stewart, Georgia, Germany, and the Pentagon in Washington, DC.   She has a B.S. Degree from the U.S. Military Academy at West Point, a Masters Degree in Systems Management from the University of Southern California, and is a graduate of the program for Senior Executive Fellows, John F. Kennedy School of Government, Harvard University.  She is a 1999 Federal 100 Award Winner.
